3. A Glimpse of  BARNALY: BARNALY (Social Change for Sustainable Development) is a non-government, Socio- economic development organization in Chattogram. Chattagrom being the port city and commercial capital city of Bangladesh, substantial number of people is under the marginal level in Chittagong division particularly, for lack of knowledge and practices of modern life. To address this situation, a group of progressive youths took initiative to form a youth group in March 26, 1997. The ultimate outcome of the initiative is BARNALY which began its course of participation in the development process. Since its inception, Barnaly has played an important role to protect socio-economic hazards by initiating and implementing various social development and environment development interventions. Barnaly has been endeavoring its best to organize the target groups through alliance and consistency, and have made them involved in the mainstream of development process.

8. GOVERNANCE SYSTEM of BARNALY:

BARNALY is governed by an Executive Committee consisting of seven members elected by General Council according to its structure. The Executive Committee expresses the careful instructions and ideologies of the organization and the Chief Executive Officer (CEO) conducts the total management and representation of the organization.

9. GEOGRAPHICAL COVERAGE OF ACTIVITIES:

At present the direct program intervention of BARNALY is reaching areas of Chattogram Division (including Chittagong Hill Tracts). About 1 million disadvantaged and vulnerable people are directly or indirectly involved in development activities.

14. Organizational Structure:

Explain and illustrate the Organizations Management & Organ gram:

The main strength of BARNALY lies in its people. The seven members of Executive Community comprising thorough-bred professionals having enviable educational and technical background with prolific expertise in their respective fields, is at the helm. These noted professionals with several years of experience hold specific and wide ranging experience in the areas of Social Awareness Raising Campaign, Development Planning and Execution, Management Consultancy, Research and Evaluation, Institutional Capacity Building, Gender Issues, Human Resource Development and Training, Entrepreneurship Development, Process/Design, Education Management, Skill Development Training, Integrated Health, MCH-FP and Reproductive Health, Project Development & Management The committee meet once a Month to review project and program progress  and taking major decision.  Besides a 21 member General Council, BARNALY has some members Advisory Body who provides guidance and professional advice to Executive Committee and Chief Executive Officer(CEO). BARNALY has by now, been able to make a remarkable thrust ahead in its organizational progression. By virtue of its overall proficiency, it has earned the confidence of a good number of national organizations, government bodies, and donor agencies. The core members of attached to social sector have had rewarding involvement in the Government – NGO Partnership Project. Above all the organization has a management committee of 7 members headed by Executive Committee sets three’s in a month to ensure proper management.

Financial management of Barnaly is based on the following basic principles-

  4. Inconformity with the generally accepted accounting principles (GAAP)
  5. Close and regular monitoring
  6. Internal and external audits
  7. Incompliance with the law of the financial management

 

Financial management of Barnaly is done as per the financial and accounts manual of Barnaly and as per the requirement of GOB. A project accountant maintains all books of accounts and deals all financial transaction of the project. Project Coordinator and Coordinator Admin and Finance supervise him. A bank account in the name of the project is opened at the central level for receiving the project grants which is jointly operated by the director and coordinator admin and finance of Barnaly or project coordinator of concern project. i.e., two signatures are needed for bank transaction where Director Signature is mandatory. Another Bank Account is open at the project area for day-to-day transaction of the project. Expenditure statements, along with all supporting vouchers are submitted to the concerned authority as per requirement.

Barnaly has a standard financial management system. To transparent the financial transaction Barnaly Account department always maintains fund wise updated Cash book, Ledger book, Subsidiary ledger book, Registers and related vouchers. Time to time senior management checks the keeping documents. To transparency of the financial activity Barnaly internally conducted the Audit.  The organization also engages reputed Audit firm to conduct financial audit in every year. Barnaly always engages international standard Audit firm to ensured international standard audit operation. Which can helps the management to know the real financial picture of the organization.

BARNALY needs capacity building, technical and financial support from different organizations, institutions, individuals and donors to continue its social developmental efforts and initiate for more new need based projects. Conduct research for ensuring sustainable development, human and environmental justice in the working areas of Bangladesh.
